Insights from Danish Intelligence
- Elevated risk of physical sabotage: The Danish Security and Intelligence Service (PET) has observed that Russia is more willing to employ hybrid measures, such as physical sabotage, against European nations. This escalation has led to an elevated threat level of such activities within Denmark.
- Escalation in cyber threats: In June 2024, the Centre for Cyber Security (CFCS) in Denmark raised the threat level for destructive cyberattacks from low to medium. This decision was based on Russia's increased propensity to utilize hybrid tactics, including destructive cyber operations, against European NATO member states.
- Potential for major conflict: The Danish Defense Intelligence Service (FE) warns that if the conflict in Ukraine ends or reaches a stalemate, and NATO does not adequately rearm, Russia could be poised to start a large-scale war in Europe within about five years.

- Serious and organized crime: Europol's latest EU Serious and Organized Crime Threat Assessment (EU-SOCTA) highlights that organized crime groups are increasingly exploiting geopolitical uncertainties and technological advancements. - Cybersecurity challenges: The European Union Agency for Cybersecurity (ENISA) has identified a surge in cyber threats targeting critical infrastructure, with a notable increase in ransomware attacks and supply chain compromises. The agency underscores the importance of implementing the NIS2 Directive to enhance cybersecurity resilience across member states.
- Geopolitical tensions: Intelligence assessments from various European nations indicate that state-sponsored actors are intensifying efforts to undermine political stability through disinformation campaigns and interference in democratic processes. These activities aim to exploit societal divisions and erode trust in public institutions.
These developments underscore the critical importance of the NIS2 and CER directives, which aim to strengthen cybersecurity and physical security across European industries. However, compliance alone is insufficient; companies must proactively assess their vulnerabilities and adopt a robust security posture to mitigate these evolving threats.
